Content Management Systems
If your thinking of building a website of any considerable size you should consider (and then deside to) use a Content Management Systems or CMS. The main advantages of CMSs are the organisation and storage of a large number of pages, and the addition of a user interface to quickly edit and modify the pages. The interface is one of the biggest bonuses, allowing even the most inexperienced editor keep pages up-to-date.
Blogs
When starting a Blog or Weblog there are several options. You could build your own blogging software and host it on your server (Pro Tip: Don't do that). A better choice, especially for small time bloggers, is to use one of the many full hosted blogging services such as Blogger, LiveJournal and TypePad. Finally for larger blogs, or blogs that are part of a website, you are best to use a blog software hosted on your own server. One of the most widely used packages is WordPress
